Dabar III boasts a warp-capable civilisation, long shackled to warp two by ancient subspace disturbances.  When the test flight of their very first warp-three vessel achieves success –but a fateful end– Constellation Squadron is diverted to render aid.  Faced with Starfleet officers from far beyond the Shackleton Expanse, the test pilots accuse the Constellation crew of being the villains from prophecies of old.
